Comprehensive Planning Context
A Comprehensive Plan is a long-range, big-picture policy document that provides a framework for future decision-making. It should define and communicate the community’s values and vision, featuring goals, objectives, and strategies that chart a course to reach a desired future. Adopting the plan does not automatically change or enact Village policies; that happens through the process of future decision-making that will be informed by plan recommendations.
The draft comprehensive plan is comprised of five “Big Ideas” and a sixth chapter on Future Land Use.
The Big Ideas provide the guiding framework for the plan and were shaped, in large part, by themes that consistently emerged from community input.
Goals are aspirational statements of Village ambitions for the future. They are not measurable and may not ultimately be fully achievable—but they spell out what the Villages seeks to preserve, change, and become.
Strategies are more specific and focused actions that further the implementation of goals and objectives within the comprehensive plan. These can be considered “action steps” to initiate upon plan adoption, each of them furthering—in ways big and small—the Village’s priorities for the future.

Next Steps
After analyzing community input, a full draft of the comprehensive plan will be shared online in the coming weeks.
